Free Soil Lead Testing for Homeowners Affected by the Eaton Fire (Altadena) and Pacific Palisades Fire

Properties located in the Eaton and Palisades burn areas are prioritized for free soil testing under this program.

Los Angeles County Launches New Soil Testing Program for Fire-Affected Communities


In response to recent board motions from the Los Angeles County Board of Supervisors, the Department of Public Health has launched a new free soil lead testing program for residents affected by the Eaton Fire in Altadena and the Pacific Palisades Fire.


This program is designed to protect homeowners, families, and rebuild crews from one of the biggest hidden risks after a wildfire: lead contamination in soil.


Up to $3 million from the Lead Paint Hazard Mitigation Program has been allocated to provide no-cost soil testing for eligible homes located within or downwind of both burn areas.


Why Soil Testing Matters After a Fire

When a home or structure burns — especially older buildings — the debris can release toxic contaminants, including:

  • Lead (from paint)

  • Heavy metals

  • Ash and soot particles

  • Lawn and soil contaminants

Wind patterns then carry these particles beyond the burn area and into nearby properties, settling into yards, gardens, play areas, and construction sites.

For homeowners planning to rebuild or renovate, contaminated soil can create safety issues for:

  • Construction workers

  • Children and pets

  • Landscaping crews

  • Anyone spending time outdoors

This is why Los Angeles County is encouraging all nearby homeowners to test their soil — especially if they are beginning reconstruction, excavation, ADU development, or foundation work.


Who Is Eligible for Free Soil Testing?

You may qualify if your property is:

  • Located within the Eaton Fire (Altadena) or Palisades Fire burn area

  • Located downwind of either fire

  • Used as a residential property

  • In an area where ash or debris may have traveled

The County’s website includes maps, instructions, and a simple request form.


Soil samples from properties located within the burn scar, downwind of, and just outside, the Eaton and Palisades Fires areas can be submitted for testing even though they may not fall within the squares on the map.
